Zughunde Westfalen

Having inquired at the Ministry of Transport, Energy and Regional Planning for the state of North Rhine-Westphalia (Düsseldorf) as to where allowed to operate, as part of overall traffic, we received the following reply in July, 2004:

"Federal Road Traffic Regulations (F.R.T.R) does not contain any specific provisions for dog-drawn vehicles. The conveyances described by you are vehicles according to the F.R.T.R., and are therefore obliged to use roadways, i.e. they must not use cycle ways or pedestrian lanes. General regulation applicable to the equipment of vehicles and their operation ( such as: brakes, steering devices lights) must be observed. Agreement should be sought with local traffic authorities with regard to training activities so as to define appropriate minimum density traffic lanes, in which case the rules set forth above may be waived."
